#429: Multiproduct UI: Ticket page

 There are several issues on the ticket page with regards to multiproduct
 support:
 * When creating a new ticket and selecting a product, milestones,
 versions, components etc. are not properly populated in the full dialogue
 - they are taken from the "global" scope instead of the per-product one.
 * Several links point to "global" ticket scope instead of per-product one
 (e.g. /main/ticket/1 instead of /main/products/<name>/ticket/1). This
 includes the Update button, so the ticket cannot be updated.
 * After a ticket has been created through the quick-create dropdown, the
 link to "View Full Dialogue" also points to the "global" ticket scope.
