I have attached a patch with implementation.
Please not that after applying it, trac will require "trac-admin
path/to/env upgrade" to be run after each schema change. This might affect
nightly build demo server ([https://bh-demo1.apache.org/]).

Thanks for the patch and for the heads up. I believe the demo servers
are meant to be resilient to upgrades so I hope bh-demo1 passes the test.
