My servers all received that update, and nothing has changed here.  OWM still working fine.  In fact, this e-mail is done with OWM.

Check the quotas for the user and site.  I've seen the same behavior when a user's mail files get so big that it bumps up against his quotas.  In fact, all the user has to have is more than about 50% of their quota, and they might not be able to delete mail. 

And if a bunch of users are on the same domain - its probably a site quota causing the problem.  So try bumping up the site and user quotas, and see if that fixes the problem.
