You're going to have to be clever, I won't hold your hand but I'll point you:

 * Two containers, one atop the other
 * Tricky position: absolute / position: relative stuff inside your container
 * A big background graphic that does not repeat and has an offset
from the top the desired amount (use your imagination if this is
close-but-not-quite right)

However, when I say something is clever I'm usually not being
complimentary. Be careful because clever tricks are often bad in the
long run.
