Hi Rob,

I cannot be absolutely sure, as I do not contribute to the project but, 
I would think:

1) For backwards compatibility with earlier browsers that do not 
understand XHTML
2) Serving XHTML as HTML to overcome point 1 is bad practice as it 
defeats the purpose of why XHTML was created.
