Just a few notes:
- A lot of things look terrible in IE6 and 7. To avoid that, some people
have developed CSS frameworks, like BluePrint.
- Your splash page does not make any use of blueprint, maybe using it might
help you getting IE to behave. If you don't, look for a CSS help forum
instead.
- If you said what is wrong in IE (as in "relatively positioned box not in
the right place", "content is spilling over", etc.), it would be easier for
people to help you.
- You'd like us to inspect your page with firefox web developer. From what
you've written, it seems you haven't tried it yourself, which might be seen
as rude (but I might be wrong here).

With that being said, I'd recommend
1. Validating your HTML (<html><doctype><html> looks like a bad starting
point)
2. validating your CSS
