Not sure I understand what is going wrong, and I don't know Drupal so maybe I'm missing something obvious.
Have you created an HTML file with the right link rel="stylesheet", as indicated? You can use the demos to hack one together in no time. What does a Drupal theme need? Is it a php+html template, like most templates?
