i'm creating two clusters of blur shard servers behind a single group of controllers. this causes me to wonder about the shards and controllers files... are they only used to startup/shutdown a cluster? for example, if i'm starting/stopping each cluster independently, i'd rather not have a shards file on any of the controllers.
