I have added validation and test as well. One point I need to discuss is What 
happen we are running this first time and table directory itself doesn't exist 
and which supposed to be created While writing records using BlurRecordWriter. 
So for the first time and in our test cases initially table directory doesn't 
exist and I bypassed shardcount validation in this case. What u say?
I am attaching the patch here.  Please provide your feedback.
