The SharedMergeScheduler close method is overloaded right now and the
SharedMergeScheduler is closed when a single writer is closed. This means that
no index will ever merged in a shard server after the first shard has be closed
(this happens during tables being disabled). This in turn causes the number of
segments in the index to increase after each NRT update.
