The ZookeeperClusterStatus currently has a getOnlineShardServers and a
getShardServerList, which if I understand it correctly one gives you online
only and one gives you all regardless of being online.
There is only a getControllerServerList which returns online only. It would be
great if there was a call to get all of the registered controllers even if they
are offline.
