I like the patch, overall looks good. However I don't like the static
initializer that creates another BlurConfiguration object. I know you need
access to it to read properties but I wonder if we can pass it into a
constructor or something. If you could take a look at that issue that would
great. If it turns out that it's too complex to pass it in, we will go with
what you have.
