Blur's local tmp dir (e.g. $BLUR_HOME/tmp) only gets used the first time the
server comes up; subsequent startups fall back to java.io.tmpdir.
The log messages are also misleading; they refer to "attempting to use the
*configured* tmp directory" when they're really attempting to use a local
internal tmp directory - not the configured one.
