This feature creates a lot of complexity in Blur and is rarely used. Currently
the system allows for multiple shard clusters to be online in a single
installation. Tables can not exist outside of a single shard cluster.
Controllers make the tables on each of the shard clusters look like one large
table space.
In place of this feature I would suggest that users install separate clusters
that are chrooted in ZooKeeper to 2 different locations. The applications
would have to manage talking to each cluster in the given application.
