Just a point of clarification but how do we treat fixed installations as
above when it comes to electrical safety testing.
Obviously the only test that may be possible without disconnection is an
earthing test to a supply earth. 

How is everyone treating this case?
Do we simply rely on the RCD to do its job.

This request has come about as we have a number of dental rooms where
the supply to the xray unit comes from an RCD to an isolating switch
(which was a 10A switch on a wall plate) the to the xray unit which does
have its own mains switch. I believe the isolating switch was put in for
convenience but unfortunately the inrush current can cause a flashover
in the isolating switch which causes some grief for the staff and much
blackness on the switch plate. This has led to a request for OH&S  for
all equipment in the room be tested, hence my post.
