My apologies then. I took your sentence "I do not think Local Chapters policy
needs to wait for the completion of such." as your agreement to proceed to
approve the revised local chapters policy without the procedures yet being
defined for recognition of national chapters, with the understanding that we
would work on that separately, and when ready, approve them as a second
document complementary to the local chapters policy.
As a pragmatic matter, no reference is needed to a national chapters policy in
the local chapters policy for a national chapters policy to be adopted,
therefore the document as approved today in no way impedes the creation and
adoption of a national chapters policy. Furthermore, until such time as one is
adopted, the deleted language about how the OIDF may choose identify a local
chapter as a designated national chapter gains potential national chapters
nothing, because the OIDF would not ever recognize a national chapter without a
national chapters policy being in place anyway. And in the mean time, the
now-approved draft is actually cleaner without this dangling reference to a
not-yet-defined national chapters policy.
Finally, I'll add that the approved policy achieved your major goal of enabling
people to be members of local chapters without a requirement for them to also
join the OIDF.
Therefore, I would politely ask that OpenID Japan choose to become a local
chapter of the OIDF under the approved policy at this time (a policy that you
get a lot of credit for creating!).
We can then continue to do more good work together on creating a national
chapters policy that is complementary to the local chapters policy.
