I was confused on why you responded as the topic was around how many
people would be able to vote in an election.
As for members of other organizations being able to vote in OIDF
elections, the board's current position is only members of OIDF can
vote. Members of local chapters get whatever benefits those chapters
provide them.
While it is great that EU Government is positive about OpenID, it is
unclear what European normalization process needs to be done, or how
the government would productively contribute to writing of technical
specifications. Perhaps those will be explained in your OpenID'09
program?

which would become Member of OpenID France, or an Argentinean
business becoming a Member of OpenID Argentina (I use this example
since the OpenID Foundation Argentina is in the process of being
incorporated in Buenos Aires) would automatically also become a
Member of OIDF.
Of course a legal and financial organization should be put in place
beforehand.
Once again, all these topics are mentioned in the OpenID’09 program
I am soon to present to the Board and the Community.

I'd also like to have a discussion on when we're going to have the
board election. Bill told me in private conversation that the
contractors may be within days of enabling people to vote with their
OpenIDs, which was the gating factor that delayed the election when
we talked about it several months ago. I'd put this before the
scope discussion in the agenda order.
