The capacitors are there to short out transients that come down the AC line. They also work well when lightening strikes nearby and send down large voltage spikes. I have had several rigs protected from damage by the capacitors. In some instances the capacitors get fried pretty good. The transients can puncture the insulation in the primary and secondary windings of a power transformer. I routinely check isolation on boatanchors using a very high resistance ohm meter. I like to see several meg ohms or more of resistance to chassis. If I see in the 10's to 100's of kilo ohms I investigate. Generally I replace them with .01uf at 1 to 2 KV ceramic.
