OK, that also explains the -73 billion LTD for some projects.
If the LTDs cannot be tracked in the same units, then we should probably
have them completely separated and treat the CUDA device and CPU the same
way we treat two distinct machines. Two separate machines do not talk to
each other at all.

project LTD is (CPU LTD) + X*(GPU LTD) where X is the FLOPS ratio.
So project LTD and (project, resource) LTD aren't in the same units;
