I think you misunderstand how BOINC works, or at least its terminology, because you're talking about a different process than everyone else in this thread. Files aren't in "ready to report" state, tasks are. "Ready to report" tasks aren't uploaded, they are reported. In the transfers tab, you see the output *files* belonging to workunits being uploaded.
