The exponential back-off seems to be capped at four hours, and I 
understand that.  You want to be sure that work with a short deadline 
has a chance to retry.

... but when things are busy, you don't want to overwhelm the servers 
either with extra retries.

The change Dr. Anderson checked in to only retry the first deadline(s) 
should help, but I'm also wondering if the random backoff should take 
the deadline into account?

I have a task that is uploading today, but isn't due for another 22 days.

Seems like anything with a deadline over a week or so could be capped at 
24 hours, or longer, and the longer interval might help with a high peak 
load.
