Would it make more sense to not track LTD if all tasks for a project were suspended?

Accumulating debt while a job is suspended can debts to grow unbounded.
The debt system assumes that BOINC can schedule jobs as it wants.
Manual interference messes this up, and I think it's better
to not change debt in this case.
