Explained: "If you, as a user running in a normal user account, run
boinccmd in the BOINC data directory, you don't need to supply either
a host name or a password yourself, because boinccmd will read the
password from gui_rpc_auth.cfg."

The boinc_projects sandboxed account has no *permissions* to read
gui_rpc_auth.cfg (expect ERROR_ACCESS_DENIED); but that's not relevant
for end-user documentation.
