In r19059, code for parsing <cpu_backoff>, <cuda_backoff>, and <ati_backoff> was added to the client, but the server code was never modified to output them.
Is this intentional? It seems not to be, because the commit message says "client and scheduler RPC", which sounds to me like "client and server".
