The 80% is the CPU usage of other applications on the machine. Running
BOINC full out with the CPU at say 99% used by other applications is
probably not a great idea. If the machine is idle, BOINC would be running
at 100%, but if a CPU is becoming saturated, BOINC should scale back.

No don't default to 80%. Default to 100, so those of us who want to use all
cpu's to their maximum don't have to change prefs to accomodate this new
feature.

How about having a setting available where if that fraction of a CPU is
exceeded the CPU will be suspended from use by BOINC. I would suggest a
default of 80% so if a 4 CPU system went past 20% usage one CPU would be
droped, and if it went past 45% (25% + 20%) CPU usage the second would be
dropped.
