Worse than a CPU being used at 100% is the case where the CPU is being very
lightly used because the system is constantly accessing the swap file (or
thrashing).  This generates a tremendous slowdown in the machine, and at
that BOINC should drop out completely.

Is there any way to detect system thrashing?  On all supported systems (I
expect the technique to be different for each OS)?
