I just took a look at my short term debts and discovered there are two
distinct groups with very few exceptions.

Projects that complete without running into deadline problems have Short
Term Debts clustered above 30K.
Projects that require EDF to complete all tasks have Short Term Debts
clustered below -30K
This is true even if the project has had no tasks on the computer in weeks.

Exceptions to the above:
1 project that was attached this week.  (not enough data)
Non-CPU intensive projects (all at 0).
1 project from which no task has been downloaded for about a year so the
last time the STD was changed was before the last change to the STD
calculation.

Could we please incorporate some mechanism into the STD calculation for
projects that do not have tasks on the machine so that they eventually have
a STD of 0?  Instantly is too fast, and never moving appears to be too
slow.
