That sort of depends on how many items are in the count.  If the "average"
moved 1% of the difference between current DCF and the new value, then a
few really short tasks would not matter much.  There was at one time a
project for which the typical run time was around 60 seconds.  I am not
quite certain what happened to that one.

BOINC also needs to disregard computed DCF's for tasks that complete in
less
than, say, 60 seconds, particularly if there are several of these in a row.
OW, BOINC may download 1000s of tasks that cannot possibly be completed on
time.
