The problem continues at SETI Beta. There was a hiatus in work generation which 
ended January 19, so there are ~1500 new workunits in addition to the 208 which 
were produced in early December.

The reference to Minimum Version Samples came from a too brief search I made in 
the code for a possible cause, Claggy was passing on my bad guess. More 
thorough code reading has not revealed the actual cause, of course it may not 
be a logic error and I don't know exactly what revision of the BOINC code is in 
use.

Once hosts running standard applications are able to have PFC_MODE_NORMAL 
apply, their pfc claims will override the assumed zero pfc claim being 
calculated for anonymous platform. That will mask the problem in such cases.

I hope you can spot the cause.
