A BOINC client gets "web-based preferences" from the
projects it's attached to.
These may be overridden locally (e.g. using the Manager's preferences dialog),
producing the "working global preferences".

Account manager requests include both of these.
The working global preferences are enclosed in <working_global_preferences>.
