max_wait_before_report can be discarded as a slightly different version was
incorporated.

I really don't remember wall time limit at all.

All of these are pretty old, and should probably be discarded.

Speaking of which... John: there's several commits in your workspace
that were never merged anywhere. These are:

12412, 12416, 12424, 12441, 12443, 12444, 12452, 12523 (several
scheduler/sim experiments)
14079 (Wall Time Limit) and 15065 (max_wait_before_report)

Do you consider all of this officially discarded? Or should I keep it,
in case it's useful as a base for future changes/tests? It's not any
extra work for me one way or the other.
