It was added for Android.

The basic gist of it is, prevent the client from uploading/downloading
over a cellular connection.

I added <suspend_cpu_usage/>

I never heard of <wifi_only/> so did not add that. As far as I know this
isn't a function of the client, as it'll take whatever network
connection the OS supplies.
Perhaps that it's something a third party app adds?
