I'm not sure if any of the current public projects use it. I think we put it in place for a company that setup BOINC to study quantum computing.
We can put up a test project with a sample terms of use section to test the functionality in the attach wizard. As far as get_project_config RPC, I think we should be comparing to the system capabilities.
