What tasks get started is based on how much time the projects have gotten in 
comparison to their resource shares.  If a project needs high priority to 
finish in time to report tasks before deadline, that project will get less time 
in the near future (possibly by not allowing work fetch for a bit).

Since few weeks I'm observing a behaviour that at my 4-core CPU with 3
projects the current running tasks are not arbitrarly choosen from alle
projects, instead often there are 2 task of one project and 2 of
another project (nearly exact same start time), but rarely 2 task of 1
and 1 task of each of the other 2 projects.

Is this just selective attention of mine ?
