The fix is to do what the error message told him to do. When you install a new version of Mac OS X over an older version, it doesn't always preserve the boinc_master and boinc_project users and groups; in which case you need to reinstall BOINC after installing the OS. The message he quotes clearly states "please reinstall BOINC."
