Something wierd is going on.

#2 is already done on each install.

#1 should have been resolved when BOINC Manager launches and runs the
screensaver and other apps in a test mode to trigger firewall rule
generation while a volunteer is in front of their machine.

#1 might have had a problem if #2 had issues.

I'll see if I can reproduce in a VM.

Scenerio:
After upgrading a machine from Win 7 x64  to Win 8.1 (partition deleted,
fresh install on C:).  The machine has a second drive with two
partitions,
D: (for apps) and E:  (for data).

BOINC 7.2.28 was installed on D: and the data folder set to
E:\ProgramData\BOINC, the same as it had been prior to the Wiun 8.1
install as the netbios name of the computer did not change.

BOINC had two issues:
1) It could not connect to the client.  Eventually Win 8.1 asked me if
the firewall was allowed to have boinc manager access the network.
Allowing it solved the first issue.

2) Launching BOINC resulted in none of the previous projects showing up.
The event log showed that BOINC was running under my personal account
(Jon).  I changed the permissions on the ProgramData\BOINC folder so
that muy account had modiy privs on all files and folders.  That fixed
the second issue.

Suggested fixes:
1. Insert a firewall rule during install.
2. During the install, change the data directory permissions even if it
exists.
