The client maintains % available fraction for both CPU and GPU.

Until recently, only the CPU fraction was used by the server code.
I checked in changes to the server code so that it now takes the
GPU fraction into account for GPU jobs.
Hopefully projects will pick up this change soon.

this value works now, when CPU and GPU crunching involved?

For example, I have host that computes almost always on CPU (Windows 2008 
server with multiuser ) but GPU used only when specific user is logged and his 
session is active one.
So, will and how if will this be accounted for GPU work fetch requests?

Currently I see constant "panic"  mode for GPU and usual crunching on CPU.

Looks like single value is not enough, GPU and CPU crunching need to be 
uncoupled in this area too.
