please activate the file_xfer_debug logflags in the client
http://boinc.berkeley.edu/wiki/Client_configuration

Also check in your clients client_state.xml that the correct download
url is given. Check the download_url tags inside the file tags. Try to
download those with a browser and see if you get an error.

There could be a permission problem on the webserver, especially if your
webroot is within /home/...
