[boinc_dev] add fraction_done_exact tinyint not null

I got this message after upgrading the server:

performing update update_5_3_2014
Doing query:
alter table app
            add fraction_done_exact tinyint not null

Success.
All done.
Run `bin/start' to restart the project.
