Um, we don't want new users to register; we want them to download and install 
BOINC.

I changed the default front page to not show the "Join" button if you're logged 
in.
However, suppose you're on a new computer, logged in,
and you don't know where the BOINC download page is.
I added a "Join" item to the "Project" menu for this situation.
