I have opened issue # #1856 on Github for this, titled "Manager Notices Tab fails under mac OS 10.12.4."
On the BOINC Message Boards, I asked the posters what URL their browser is trying to open when they click on the notices tab. One poster wrote that the URL the browser attempts to open is http:/// while another says it is http://localhost. This surprised me, as I was expecting it to be the HTML string that the Manager code is passing to the wxWebView::SetPage() call, but apparently it is not.
