If the Manager and client start up and there is no all_projects_list.xml file, the client starts an HTTP op to get it. But before it's done, the Manager does an RPC to get the project list. The RPC returns an empty list, and the Manager brings up a Wizard with empty project list.
This is a bug in the Manager. If it gets an empty project list it should try again in 10 sec or so. It should never bring up an empty wizard.
