Another thing to check is the ability to do RPCs over port 31416, which is the 
default BOINC port I believe. See if it is getting blocked by some firewall?

In the Win 7 / non standard internet connection / can't connect to client case:
Can you see (using Task Manager or similar) whether the client - boinc.exe - is 
running?
If not running, can you find any evidence that it ever started up, or 
alternatively that it started but crashed?

The first and easiest things to look at are the files
stdoutdae.txt

stderrdae.txt

- check the timestamps on the files, as well as the contents.

bug ... in *7.8.1 x64*  , on *Win7*! :

        - when  I am  connected to the internet in  a special  *NON-STANDARD
WAY  (* for example: using  USB-cable to *Android 6.0* phone... using the
USB-option (on the phone)  "*USB connection*" (they mean    *PC to the
internet, of course :-) )*...      , so I appear to have multiple "LAN" /
virtual networks in Windows,
                then the *Manager will NEVER connect* to the client and the
client will  *never start the computations!!!*
        (and it happens in 100 percent of all tries!) .... so,  *very well
 reproducible! :O*



            Please, *can someone test and confirm this?    :-)*
