On 11 May 1985 56 fans lost their lives when fire broke out at 
Bradford City's ground. Later that season, on 29 May, the European 
Cup final between Liverpool and Juventus saw the Heysel disaster. 
Violence broke out between rival supporters, which led to the deaths 
of 39 fans and resulted in a five-year blanket ban on English clubs 
in European football. Disaster also struck in April 1989 when 96 
football fans were killed and over 150 seriously injured at Sheffield 
Wednesday's ground, Hillsborough, as they became crushed on an 
overcrowded terrace at the FA Cup semi final between Liverpool and 
Nottingham Forest. 
The English game was at possibly its lowest ebb. Stadiums were 
crumbling, supporters were faced with poor facilities, hooliganism 
was rife and English football was exiled from European competition. 
The old First Division became a selling League as many top players 
were lured by the financial attractions of the Continent.

UEFA ini digunakan untuk merevolusi liga inggris yg sdg dlm kondisi 
bobrok karena heysel & hilssborough (guess who's the actor behind 
those tragedy? :p), ini sedikit historynya :

Following Hillsborough, Lord Justice Taylor recommended a huge 
programme of investment in order to make football grounds safe and 
comfortable environments for supporters and to help eliminate crowd 
disorder problems of the past. One of the key elements of the Report 
was the introduction of an all-seater policy at designated football 
grounds. 
Football's image had been severely tarnished and the English game was 
suffering from an acute lack of investment. By 1992 Clubs were facing 
huge costs, as the scale of meeting the recommendations of the Taylor 
report became apparent. In addition many top Clubs voiced growing 
concerns over their inability to compete for the top players in the 
transfer market and bridge the gap with European clubs who had 
advanced considerably during the English Clubs' enforced exile from 
European competition. 

Sampai akhirnya dibentuk EPL sampai sekarang...

3. Alasannya adalah karena HOOLIGANISM yg ada pd fans2 Inggris saat 
itu, mungkin ini bisa dijadikan acuan knp waktu itu di ban (bahan dr 
UEFA) :

Thirty-nine Juventus fans died, crushed against or falling through a 
weak retaining wall, after they were charged by Liverpool supporters 
before kick-off at Brussel's Heysel stadium. 

With hooliganism in England having reached its height, UEFA 
subsequently banned English clubs from Europe for five seasons.

Bagi UEFA sendiri kejadian ini sendiri mereka anggap sebagai "Darkest 
Hour" seperti dikatakan dibawah ini :

UEFA Chief Executive Lars-Christer Olsson has called 
for "comprehensive steps" to stamp out the evil of racism within 
football.

Darkest hour
"As fate would have it, the draw for the quarter-finals of the UEFA 
Champions League [which brought together Liverpool and Juventus] 
highlighted the 20th anniversary of an event we will never forget," 
Mr Olsson said. "What happened on 29 May 1985 at the Heysel Stadium 
in Brussels was the darkest hour in the history of the UEFA 
competitions. 

Dan diharap kejadian tersebut bisa dihindari agar tidak terjadi lagi 
melalui perbaikan2 disemua sektor :

Comprehensive review
"Whilst this tragedy could have called into question the future of 
the major European football competitions, particularly the Champion 
Clubs' Cup, it soon became clear that defeatism was not the best way 
to pay tribute to the victims," he added. "Football and the joy it 
brings its millions of supporters throughout the world was not at 
issue; instead a comprehensive review of the ways of tackling the 
problems associated with these big matches was required. 

Sedikit tambahan, Inggris akhirnya bisa me-restore kebanggaannya di 
Eropa setelah kejadian heysel ini & 5 years blanket ban di Eropa, 
pasti semua tau de aktornya :) :

To most observers, Manchester United FC's UEFA Champions League win 
was the last act in the rehabilitation of English football following 
the Heysel stadium tragedy. The path to the quarter and semi-finals 
had been well trod by Sir Alex Ferguson's side after English clubs 
were readmitted to European competition in 1990. Yet it always seemed 
to end in disappointment and talk about the effects of the five-year 
ban.
