I'm growing more comfortable with leaving the two folders. No sense changing things for the sake of change. And after looking into the action.plugins page, I see it could be easily converted to an action.skins page for installing skins from a different folder (it uses a dir parameter). That is, when we ever get around to getting serious about skin development. We really need a good skins developer for BoltWire. That's probably our greatest weakness at the moment.
