i've got a show-on-hover action working now here, nearly ready to be released.
But it opened some questions:

If 'hover action' is on, one would expect to show a div when moving
the mouse over a link, an image link, or  a button.
and moving the mouse of it would hide the div again. Like an instant
and glorified tooltip....
So the default setting of showing a div does not make sense here, nor
does it make sense to have  a parameter 'init'.
Initially the div should not show. That is contrary to the default now
for toggle links and buttons.
Perhaps to set the default to hide the div is in order?

Also the toggling between two divs does not make sense for  a
show-on-hover action.
