I don't know why you had trouble creating the page. :( I just created one using a test member account with no special permissions and it worked fine.
Anyway, I copied the info to the page, but I'm not sure why you couldn't create the page. Please try again some time. My guess is you might have had a minor typo in the page name, thus creating a page in soluton or something like that. Which is not authorized. Let me know if you still can't create a page...
