I found out what's wrong with my sandbox.
I compare my action.sandbox page and the page source of action.sandbox
in the official website
http://www.boltwire.com/index.php?p=action.sandbox&action=source
"[session authkey sandbox]" is missing.
I add it on my action.sandbox page and it works.
