Two different things...

CSS is used for "Style" not content.  If you look at a site with the
style turned off, you should still see the content that is supposed to
be presented in a non-styled format.  So a divider provided by CSS
does not meet the requirement since the user most likely is not using
style with a screen reader for example.

However, I've not really looked at from an accessibility point of view
much yet.  I most likely will if I start using it in that arena.  It
is certainly easy enough to do in the code.snippets.  A quick look a
while back didn't show a lot of issues (missing alt tags but I found
how to fix that already).

I most likely will end up with documentation on how to use Boltwire in
an accessible fashion as a group of ILC clients just got a gander of
what I was playing with the other day and are now clamoring for the
tool...  Most of it would be how to use the Markup to get the desired
output rather than a lot of configuration of Boltwire itself though so
far.

Drop down menu's normally are effective when there are multiple
layers.

As an example if you have an entry for charts and then have 5-6
different types of charts to view.  If you click on charts you get a
page with selections of charts, but a drop down menu that has charts
and then the various charts available with direct access to them saves
not only space but time.

Depending on how you use the software (and that is an understatement)
I could see where you might want to move some of the actions to the
side bar.  I did so with Login and Help.

Documentation on what $$actions is, where it comes from etc... would
have been helpful back when I was learning that part but it looks like
that is going to be better than it was then.

Also, unless the user is an admin, there are not nearly as many items.
