In the mail function itself put mode=active. That should be after you have tested the function in normal (demo) mode and everything looks right.
There used to be a site.config option called mailmode, but that was changed in 3.14 or 3.15. I'm going to add a site.config override, I think, but I don't really think it's a great idea to have functions going off accidentally before they are fully tested. But that will be the admins discretion.
